Sir:-
The Chinese Minister informed the Marquess of Salisbury, at an interview which he had with him on the 2nd instant, that he had been instructed by his Government to approach Her Majesty's Government with a view to more satisfactory arrangements being made in regard to the extradition of fugitive criminals from Hongkong to China.
Salisbury left with Lord ... a note stating the views and wishes of his Government in the matter.
I am directed by His Lordship to transmit to you a copy of a despatch to Her Majesty's Chargé d'Affaires at Peking recording what passed at the interview and a copy of the note left by the Chinese Minister.
